$$$ for How to Limit Orders per customer to 2 Daily

Hi

I have had a lot of fraud/paypal issues with our site, and because all items are digitally sent within 60 seconds, it's hard to prevent fraud.

I am looking for a way to limit the orders for each customer to 2 daily to help eliminate issues.

Also looking for a way to remove certain payment options if their registered country doesn't match their ip address.

Anyone who can directly solve one of the above issues will be paid $20 via Paypal (cannot already be an existing fix).
