How to apply cart rules upon editing an order in admin?

Hi,

I have configured a few cart rules in the admin, applying discounts to certain categories upon checkout if they meet the purchase threshold.

However, due to our business nature sometimes a client would change an order (adding items or changing quantity, etc.)

How to make the cart rules to apply automatically based on the new quantity, etc.?

A voucher or percentage off won't work as some items are excluded from sales. Also, using the absolute amount will be an administrative nightmare. Since the cart rules work great i would love to be able to apply them automatically. Thanks!
