Login prestashop bug even with Cookie_key

Hello guys ! 

I am new in Prestashop 1.7, i try in localhost to create a website but when a delete a cover it's not possible to login again. 

I try to change my password even to mail and i use cookie_key but nothing works. 

Last Update SQL it's change a password with my cookie_key and add a new password with a cookie_key see a result when i try to connect. 

 

Thank you for a return guys, i need to understand that.
