Discount Code INCORRECT

I have a 1.7.5.0 shop.

I have a discount code for new customers for flat rate of 15.00 with tax excluded. 

I am in the United States and charge Sales Tax for my specific State.

Whenever a new customer from my state checks out the discount code shows the incorrect amount. 

I have had the amount applied be more 16.47 or less 13.67

My best guess is it looks like the discount is being applied to the taxes and showing the remainder. 

Does anyone know why or how this is caused and the solution for it.

When you create discount code in "Actions" tab, "Amount" line you can choose if it's tax included or tax excluded.

Thank you for your reply. I choose to exclude tax. So tax should not factor into the price which is why I am confused why the price is moving.
