We have a native Prestashop 1.7.3.4.
We have created a transporter with a custom tax rule in which we have added each country as "No Tax" and leaved only France as "20% Tax".
When the clients order, the order has no tax in the order details. Like expected.
But, when we add a product from the backoffice to this order, the 20% Tax is applied to this order !
Our custom tax rule is just ignored..
Everything is native on this presta for the tests.
