Get shipping cost in header (even when cart is empty?)

I a multistore where I need to get the shipping cost from variable since the shipping cost varies a lot depending on chosen currency.

I use this in the header:

{$cart.subtotals.shipping.amount}

And that works fine, except for when the cart is empty.

Is there a way to get the default shipping cost even when the cart is empty?

Any help would be greatly appreciated as I've tried to fix this myself for many hours, without much luck
