Best settings for development and production

Good morning,

I've seen different settings on the internet, including the ones described in the official documentation (below), but, is there anywhere I can find suggested settings (php.ini, MySQL, Apache), especially for development?

Since the official documentation is about optimization and performance, I assume it's the suggested production settings.
