nothing under payment or modules tabs/sections

This is a new version 1.4 final install. When I can access the payment and modules sections the page is blank under the menus and where you are indicator.

As a result I cannot find any place where I can set up a payment gateway or activate any modules.

After losing a half a day trying to play with 1.4 I am tempted to :
1- Go back to 1.3 and wait until 1.4 matures
or
2- Try a different store application.

Anyone have any ideas as to way these types of issues are showing up with a stable version?

I did a search prior to posting this topic but afterward I saw a similar thread (although it only deals with the Modules section). At the time of this post it does not look like there is a real resolution posted there yet but you could take a look as it is more active than this topic.
