Please help after installation doesn't work

I installed version 1.4.0.17 and i can't acces front office.
The message is:

Fatal error: Call to undefined function mb_convert_encoding() in /home/classes/Tools.php on line 1524

what shall i do?

I can acces back office but at sections Payment and Modules I receive the same message like in front office:

please check you server PHP version.
This error occurs at lower version of PHP. PrestaShop require PHP version 5 or above.

You can run attached script at your site to see what is you PHP version

mysql 5.1

You need to enable in PHP.ini file, you need as line something like this in your PHP.ini

extension=php_mbstring.dll

If you don't have control of PHP.ini, you need talk to your hosting company support

For linux server, make sure your server installed php-mbstring package.
