Shipping cost not being added with Explorer 8 or Chrome

Guys,

I thought I had my shipping set up OK until I started testing. I am using 1.3.6. I have the shipping set up by weight and the weight ranges are sufficient for multiple items.

In Firefox the shipping gets added in the cart fine up to a point. Getting the the 5th item being added to cart, the shipping goes to zero. I have checked the weight range and it's fine.

In IE8 no shipping gets added to the cart at all and it's the same with chrome.

I changed back to generic Prestashop theme but it still happens. I have checked the blockcart permissions which are OK. I reinstalled the blockcart, nothing changes. Double checked the weight ranges and carrier settings, still nothing.

Anyone have any ideas?

Edit: After playing around with some settings I now have it working with IE8 and Chrome.

However, the issue of the shipping going to '0' after adding a 5th item is present with all browsers.
