On PS 1.7.5.1, classic theme, 7.3.1 PHP, 

When I want to buy a product, free shipping is selected and when I choose a paying transporter, its written: Name of the transporter, Price (4€) but in the Cart -> Shipping: Free

I check everything (I think):

France in a new zone (not Europe), Reload cart after change shipping, Price of the transporter, to add manutention fee doesn't change anything,

At first, I was on 1.7.4.2 and it was impossible to update PS so I thought it was that, but nothing...

So I wipe off everything and download the new PS 1.7.5.1, I started from 0, create new product, new transporter and same, free shipping...

I dont know what to do...
