Client has payed, but didn't confirm the order

Good morning,

Sometimes it happens that a customer has payed, but didn't confirm the order.
At "clients" or at the payment I can see what the articles are.
Is it possible for me as the administrator to make an order for this client on his/her name?
And if yes, how do I do it?
