Actually that area is done in Flash. Have you got Flash installed/disabled?

You can certainly create attributes and attribute groups, then you can create combinations of those attributes for a product that will allow customers to select those combinations. Out of the box, it doesn't look or function like the site you posted; but it basically performs the same way.

In my shop, almost every product is customizable. At the very least, customers usually have to select a chocolate type and unit type (e.g. 1/4 pound, 1/2 pound). I created a chocolate type and a unit type attribute group and "cross joined" them to come up with all possible combinations.

Here is an example from my site.
