Not all filed downloaded error

I've searched the forum and not really found a concrete answer to this.

I'm installing version 1.7.5 onto a clients Windows Server 2016 (and I know Linux is preferred but if the software should work on Windows, that's not really an answer  ). After running the installer I get this error:

Not all files were successfully uploaded on your server

Now, plenty of files are there after running the install, so I'm not sure which specific files are missing. 

From what I've seen on here, the most common issue is permissions, but these all seem fine and I assume it would either get the files or it wouldn't.

Is there any specific list of permissions for Windows, or perhaps a location where I can manually download all required files?

Any help would be much appreciated!
