Button to upload new logo, files, images or themes not responding

Hello

I recently installed PrestaShop 1.7 and like the feel, but I am having one large problem preventing me to continue. 

I cannot change the logo (any of them, including favicon)

I also cannot upload a new theme, in fact, any part where I upload a file does not work on the site. The button 'add file' changes colour when I hover over it, but nothing happens when I click it. Hovering over the grey bar where you can usually click to upload bring up a small circle with a line through it, which tells me it's not possible to add a file.

Any help?

Hi, I tested on vanilla 1750, logo upload worked fine.  Here is free module I wrote ages ago.  It displays phpinfo.php at PS runtime.

once installed you can look at your max upload etc. to see if hosting issue.  

also check bo advanced parms-->information to see if any incompatibilities or other issues.
