How to register Hook after already installed module?

i use PS 1.7.4.4

i find out that top banner doesn't work. 

i find that my that my needed hook wasn't register when was installed module:

also there is no hook in header.tpl

how to register hook without reinstalling hole theme? Thank you for your answers
