Shipping problem in country without states

Hi, I need help in adjusting shipping cost problem in a country without states.
How can I adjust the shipping cost per-city?
I tried using city as zones, but no carriers can be selected during checkout.
It works when I make the zones as a country.
But my carrier applies different rate for each city.
Could somebody guide me step-by-step, ^.^ sorry, newbie

So what I need is something like this
Country: Indonesia
City: Jakarta - Shipping: 5000
City: Bandung - Shipping 10000
(same carrier)

I also gave voice to this
since the initial use of our prestashop to users in Indonesia have difficulties in regulating the shipping cost.

We can only change their country to State and the State became to City : (
For that we hope prestashop team would develop a little for shipping costs arise when the County / City is selected
