Prestashop 1.4 blockcart/blockcart.tpl Change "Prices are tax excluded/included"

In version 1.3, I could go into blockcart.tpl, change that line to "WI add 5% tax" and it would change what it said on the cart.
When I do the same in 1.4, no change. Is there something I'm missing ? 8-/

You need to clean cache I think. If you use localhost:

C:\xampp\htdocs\prestashop\cache\cachefs\
C:\xampp\htdocs\prestashop\tools\smarty\compile\
C:\xampp\htdocs\prestashop\tools\smarty\cache\
remove all files
C:\xampp\htdocs\prestashop\tools\smarty_v2\cache\
C:\xampp\htdocs\prestashop\tools\smarty_v2\compile\
remove all except index.php

If you use localhost, you can switch off cache. Preferences>Performance:
force compile: change to yes
chache: change to no
