Don't include tax on our prices

So I'm trying to put in my stores products. My old marketing teacher has told us to keep things at at what the poeple know like the whol 99 cents at the end of everything deal. But I need to insert our tax in order to legally sell what we have. My question is is there anyway to include the tax when they add it to there cart rather then it being already included on the price tag?
