title and toolbar attributes in helper method

Hello

I created a configuration page for my module exactly like existing codes in devdocs page https://devdocs.prestashop.com/1.7/modules/creation/adding-configuration-page/#using-helperform.

 but this section of code didn't work at all(changing title value or toolbar doesn't affect on form in configuration page).

$helper->show_toolbar = true;        // false -> remove toolbar
$helper->toolbar_scroll = true;      // yes - > Toolbar is always visible on the top of the screen.
