cart is listed in usa
my shipping method says usa

i test the cart yet i get "There are no carriers available that will deliver to this address! "

i have read a lot on this issue and have yet to find a solution..
anyone have a clue how to fix?

Please check following things

1. for each carrier at carrier detail page:
-------------------------------------------
the status is : On
the zone that your country belongs to is checked: On

2. If your shipping price is calculated by price or weight, make sure you have set the range for each carrier

3. And your product price or weight is with the range you set for the carrier.

4. Out-of-range behavior of each is set to "apply the cost of highest"

if all this setting is correct, your store should work.

I had the same problem.

To fix it I went into SHIPPING > STATES and found that for some reason none of the states had a zone defined so I went into each one and added the correct zone and this fixed the issue.

as long as you have zone set for the country, the zone of country should work.
If you set zone for state, it will overwrite the setting for this state.

the rule is:

if you have zone setting for sate, then zone of state will be used
else if you have zone setting for the country then zone of country will be used
else the zone of default country
