Duplicate site for USA based customers

Hi guys and gals,

I would like to add an option on the site which says something like 'US CUSTOMERS CLICK HERE' this would then take customers to a site that looks exactly the same but shows prices in dollars that are not a direct conversion of the default currency.

For example we charge £22.99 for a shirt on the site at the moment, we'd like to charge $25 on the US site (not $38 which is the current conversion) I know I can manipulate the conversion rate but I would also like the US site to only allow US address so people don't just select that to get a better deal.

We have plans to do this for Australia as well.

If I can add the US figure as a dual price and then only allow shipping to the US if the dual price is picked that would be great!
