Free shipping from €....

Hi,

Currently I have a problem with our shop.
We use on our web shop a minimum charge of 55 euro excl VAT for free shipping.

As you can see, this amount is exclusive of VAT, but if a customer place a order from € 56.00 including VAT,
our shop charges no shipping or ordering costs, this is not to be.

I have done the following by shipping method
Free shipping from: € 55, -
and i have filled in the shipping costs

But the € 55,- is including VAT, how can I change it to VAT excl.
On our shop we have different Vats from 19% and 6% so i can not change the € 55 to (55+19%) € 65,45

Who knows how I can adapt from including Vat to excl Vat
