Allowed to open external URLs is red, even though I have allow_url_fopen = On in my php.ini file

Hello all,

Any idea why this is happening?
What should I do?

I found this in a 2008 post

1. We look for the file "/ install / xml / checkConfig.php" and rename it.
2. We download the file "checkConfig.php" (attached to this post) and we place it in the path "/install/xml/checkConfig.php"
3. Prove that all will go well (Test it to make sure it works?)

Is this trick still valid?

PS. I tried the checkconfig file provided, it solves the external URLs issue but creates 2 news issues with Modules and GZIP compression...
A little help please?
