17.3.2 Modules and Services section gives page not found error

When trying to open the Modules and Services section I get a 'Page Not Found' error instead of the page. I also get the same error if I try to open the 1-click upgrade module. I have tried debug mode and got no errors showing. Strangely if I install another Prestashop copy in a sub-folder and open the Modules and Services page on that it works and it then works if I copy the URI and edit it to match where my original page should be("www.mydomain.com/my-admin/module/catalog?" instead of "www.mydomain.com/my-admin/index.php?controller=AdminModulesManage&token=mycurrenttoken"),  it just complains of an invalid token but lets me view the page. It is as if the path is wrong somehow.

Any ideas?
