1.3.6 0.1 Cent Tax added to round up in Cart

I have installed and have been configuring my shop and have an issue with prices and tax.

My prices are 65.99 and i only charge sales tax when shipping within my State which calculates correctly. However, if a customer adds a product to their cart then that shows up as 65.99 with a 0.1 cent tax as follows:

Total products (tax excl.): $65.99
Total shipping (tax excl.): $6.50
Total (tax excl.): $72.49
Total tax: $0.01
Total (tax incl.): $72.50

Am i missing something? or is this a bug...When I ship to my state it calculates 100% correctly but any other state it adds 1 cent in Tax
