[Information module] Making the "Information' heading clickable

Hi,

I would like to edit the Information module in my store.

How do I make it 'clickable' and link it to its own page. Which would display the contents of the Information block. Which I will rename to Help instead of Information.

What I want to do:

I have my T&C;in my footer and need to link text : "click here for more terms and conditions" and that text will link to a Help page (information module), with things like Payment methods, Returns and Shipping, Privacy policy etc... in it.

What I need from someone willing to assist is:

1) what file to edit (note: I will need to rename Information to Help) - I would imagine its the information.TPL file.
2) code: to make the 'Information' heading clickable and link to its own page
3) which will display the contents of 'Information'
