Nothing happens when creating a new acount

When I try to create a new account nothing happens
I dont know what is going on

Using 1.4.0.12 ? i have same problem but it seems in the end of the installation the installer is trying to download the language pack or something but fails somehow. here's the log :

Im not sure what the solution is, but perhaps, installing 1.4.11 then upgrade to 1.4.12 seems better option.
