Restrict user age to not younger than 14y old

Due to new GDPR reqs we need to restrict users younger than 14y old from being enable to make order. How to add such validation the most easy way.

The only way to achieve the same is User Consent. 

Use any "Age verification" type of addon to display to consent (To confirm the age from the customer itself). 

These type of module is having the functionality such that If the customer age is not above the defined value then the module will not allow entering the website (That means if anyone is placing the order then the customer has already given the consent)

Otherwise, Make DOB mandatory at the time of registration & then need to make changes in the code to check the age.

I checked plugins most of them are developed for adult kind of websites not a solution for me. I'm asking about technical changes in DOB validation js. What JS/PHP changes would be the most easy solution.
