Problem with Prestashop carriers and zones

Hello, so I have this shop set up where I have two carriers, one for Italy (carrier A) and one for Europe EU and Europe non-EU (carrier B).

I have trouble making it work though. I setup carrier A for the Italy zone and B for EU and non-EU.

But the system will always choose carrier B, no matter what.

It does so not only in the cart, but even if I use an Italian address and get to the point where you can see your carrier, it will still only show carrier B although both are enabled and carrier A is higher in ranking.

If I "melt" them into one carrier, still I'll get the prices for EU instead of Italy.

This makes me think there's something wrong in the way zones are configured.

There's an EU zone, with Italy in it. There's also an Italy zone with no countries in it.
There are then all italian provinces, all of them in the Italy zone.
I tried moving the country to the Italy zone, but nothing's changed.

Can somebody help me? I'm going crazy with this.

No sorry, I've solved it. It actually works if I take Italy out of the Europe zone.
