Order address generate an extra confirmation

We have a site pharmanovea.com with some extra behavior like products than cannot be sold in non Belgium countries. This is done with an override of ordercontroller.

We detected making an order that when client address is Belgium everithing works well, the continue button add the step carriers without reloading the page. But with non Belgium address the address page is loaded with message new address created and we leave the order process. We have to call back the cart to continue the order.

I am not sure this is the override that causing this, because disabing it we have the same behavior.

How can I debug the call of extra address page ?
with Google debugger navigate in core.js but I cannot detect was going on.

Can somenoe help me debugging this.

The behaviour is more complex that this.

Now debugging further also with Belgium and chrome the address forms opened. With Edge the order step goes to the next tab, carriers.

I Don't know now what is the normal behaviour, showing the address in extra address form or continuing the order steps with carriers ?

Can somebody explain me that.
