Links tab

I would like a module tab similar to the one at the top of the modules (in the front office) to place a link in that will send customers to a discussion forum. In the back office I would like it (the module) to have a simple spot where I can just type in the link address as well as the title of the link and click an update button so it makes the appropriate address and link title changes. Is there anything out there for this or how can it be done? I am a newbie so any programming related recommendations will need to be pretty specific. Any thoughts or advice is greatly appreciated.
