Country dropdown empty on entering a new address

Hi

I've just installed a new instance of prestashop (v. 1.6.1.20). When a new customer wants to enter an address, the dropdown for country is blank. I can't seem to find an answer anywhere, although some people seem to have had similar issues.

1. I have enabled the country South Africa (see the screenshot)

2. The only other country enabled is Zimbabwe (see the screenshot)

3. I have set the default country to South Africa (see the screenshot)

Please can someone help with clear instructions!
