version 1.6.4 unable to login after failed upgrade attempt

i attempted the 1-click upgrade (all checks green) and the upgrade terminated with a fatal error.  both front office and backoffice then showed an internal server error 500 page.
my webhost recovered all files from 2 days prior, however, i am now in a loop that will not allow me to log into my back office and just reloads the login page  clicking 'forgot my password' also results in the log in page reloading.  the error log shows and endless string of
*ERROR*     2018/08/19 - 00:02:24: Shop not found at line 404 in file classes/shop/Shop.php

i have tried different browsers. deleting all cookies and temp files, a different computer.  i don't know where to go from here.

Did you recover the database as well?

yes, i believe the database was recovered.

this morning i get this message.  i have not made any changes anywhere.

Error: "install" directory is missing

That message means there is no configuration file
