Tax on is being charged on Pre-tax retail price instead of FINAL retail price

For some reason when charging tax for customers in Florida, the system charges tax on the pre-tax price and not the Final Retail Price. I have products with reduced prices and the tax should be charged to the FINAL price. For example:

"pre-tax retail price: $100"
the system automatically fills in "Retail price with tax: $100"
"reduction amount: $25"
"Final Retail Prices: $75"

If you are in Florida...a 6% tax should be charged on the $75 ($4.50). Instead, it charges the tax on the $100 ($6.00) and adds it to the $75 making the price ($81) when it should be $79.50. Everything else seems to work fine and if the price is not reduced at all it works. Anyone know how to fix this?
