Howto: enable SSL & add a javascript snippet to main template?

Hi,
My client has paid for & received a godaddy.com SSL certificate. How do I

a) add the javascript tag that godaddy has given me to retrieve the SSL certificate image for display on the site. They don't let you just use an image (which would be easy to upload in an advertising module), it has to be this javascript tag that retrieves a small banner & maintains a link to prove the certificate is valid.

enable SSL for the site? https://www.ecomum.com works, but how do I make http://www.ecomum.com permanently redirect to the https? Alternatively, how would I just make the payment procedure redirect to https?
