Delete Product in Summary, but Still in BlockCart

(1.4 SVN branch) Using non-ajax cart with block cart module and one-page checkout. Everything looks good when adding products or increasing/decreasing number of products: summary page updates and block cart updates. When I delete something from the block cart, the cart summary page is updated appropriately.

The problem is when I reduce the number of products in the cart summary page to zero or delete a product line entirely from the cart summary page. The same product is not removed from the block cart. I have attached two images illustrating the result.

Any thoughts on how I can fix this? Is it a bug that should be reported?
