That theme is really not too far from the Matrice theme currently available and would only require slight modifications. The custom filtering options would have to be purchased as a third party module (Filter Search Enterprise Edition).

Well, I could teach you, but it would take a very long time indeed. I suggest you start off by installing the theme on a test site and start playing around with the CSS styling, maybe for the horizontal menu to start. There are plenty of tutorials out there to show you how to modify CSS to your will! You can achieve most of what you want with the CSS and after you're comfortable with that, you can start hacking the tpl files, if needed.

It all takes a while to learn (this is why people pay good money for custom templates!). Best of luck to you.
