Manual orders

I hope someone could help with this

I want to create a store mainly to accept manual orders that I receive by phone in the backoffice, I would like to know two things:

1: When create a new order mannualy is possible skip the creation of new client and fill the details of customers only in the shipping/invoice details in the order process?

2: If the above request isn't possible, how can I remove the requirement of password when create a customer(in the customer form),
