problems with "Header of Pages" and "Top of Pages"

I am having trouble with the "Header of Pages" and "Top of Pages" position.
This is where I have my modules designated:

Header of pages - 1 module [A hook which allow you to do things in the header of each pages]
2 User info block v0.1

Top of pages - 5 modules [A hook which allow you to do things a the top of each pages.]
2 blockpermanentlinks Permanent links block v0.1

3 blocksearch Quick Search block v1.0

4 blockinfos Info block v1.1

5 pagesnotfound Pages not found v1.0

6 sekeywords Search engine keywords v1.0

ISSUES:
The user info block is not displaying.
The Info block v1.1 is not displaying.

I have tried moving several items to "Header of Pages" and they never show.
I have tried moving things to "Top of Pages" such as user info block, and it does display but I need it in the header div and NOT the headerRight div.

I am using an unaltered version of the default theme to test these positions.

Can someone help?
