Entering data into product page, not remembering old data ?? filling in price and does not remember zero in qty box

When filling in the weight of a product it remembers all of the previous data for ease of entering repeat data fromt he keyboard.

But it does not remember data for the 'Pre-tax retail price'

Also it does not remember zero in the quantity box

Is this a bug or is it because I am using version 1.3.0.10
