Conditions to Approve (terms) is not clickable

Hello,

when I try to make an order I have 4 steps (1.Info step 2.addresses step 3.delivery step and 4.payment step)

At the Payment step are the payment methods and below the box to accept terms and conditions of the site

There is simply a text, I can not click on that text to redirect to the Terms and Conditions page 

in admin panel at Store parameters / Order is the option to select the page for terms, I selected the page but can not yet see the link at that step

How can i fix that ? I upload 2 screenshots of pages

That part is managed by Legal Compliance module. And it uses the CMS pages. It is there you select the "terms and conditions" page, and if you select the "revocation terms" page also, then the sentence changes, adding 2 links instead of 1.
