Users creation

In users module I can only create Administrator account, is it normal? How can I manage permissions for differents users?

Underneath the Employee tab you should be able to create a new profile for ie. Employees, then you create a new employee which you assign to the new profile Employees and from there you go to the permissions settings and setup permissions for the Employees profile.
