Both files have to be readable by Apache, and that's it.Basically, 4 means its readable, 6 means it's writable and readable. For a better explanation see here: http://codex.wordpress.org/Changing_File_PermissionsYou can check robots.txt is ok by entering the address in your navigator, eg:http://ibm.com/robots.txtYou can't see the .htaccess this way, it's hidden by Apache.
