Bypassing payment for selected groups/ postal codes

I was wondering if someone would be so nice as to help me with this problem...

I have some customers that I'm not able to predefine shipping costs for. Explaining a bit better, if for the majority of my customers I have several options of carriers that define the shipping prices based in weight, for these specific locations ( postal codes) I have to send the products by plane and the price is based in weight but also in volume of packaging - and this combined qith the thousands of combibnations I have makes it impossible for me to previously determine some price ranges. So, I have to make things like this:

- Client chooses the products

- Adds to cart and proceeds to checkout

- Chooses the only shipping option available (that we predefine) and is warned that we'll send him a customized shipping quotation in accordance with his specific order
