Voucher & State Tax *Not* Calculating Correctly

Having this issue and was wondering if anyone else was, as I could not find any posts.

VOUCHER & STATE TAX NOT CACULATING CORRECTLY
This issue was happening on 1.3.2, upgraded to 1.3.3, although STILL having the same issue.

-TAX IS SET FOR ONLY ZONE USA>NYS ONLY

-ALL TAXABLE PRODUCTS ARE SET TO CHARGE “NYS SALES TAX 8.375%” in ZONE: USA>NYS ONLY

-NYS IS SET TO CHARGE “PRODUCT TAX” ONLY

-ALL OTHER STATES ARE SET TO CHARGE “STATE TAX” ONLY, as there is no tax defined for any other zone except USA>NYS ONLY tax should always be $0.00 for all other states and countries except NYS.
