Is There Any Way To Add A Text Block In A Header!?

I'm trying to understand the system, but I seem to fail.

All I need is to add some text and a picture to the header of this website: http://giftvault.ru/
I'm trying to figure out which modules to add and using positions, but I don't succeed

Can somebody please give me tip on how to add them?
