upload problem

I can't upload any language pack or images, I keep getting following error: "1 error no file selected"

server supports gzip compression and uploading products images works just fine. problem also appears after I change CHMOD on all files and folders to 777 (I know I should not do that but I did to check and there was still problem)

I'm using Polish Prestashop 1.3.1.1, and weird thing is that I have other shop (same version, same hosting provider) and it does work flawlessly!

any hints? thanks!
