Well, you can actually just use the Prestashop 1-click Updater if you want to upgrade to 1.7. (make sure to backup if not working as expected)
However if you want to do a migrate - then you transfer your data from your existing shop (source) to a freshly installed PS1.7 installation (target) with a module like this.
In my case I have given up with this module so far, as it screws up categories (not working in target. wrong root settings) and customer groups (being merged to wrong groups). So suggest you try the free version first to see if working as expected first.
