No mail sent when chaning the order status

I have huge problems with mail, not being sent when changing order status in two different stores. The check box is selected on each status, delivered etc.

When a new order is placed, everything is working fine. I have these problem with two stores, one running 1.2.4.0 and another running 1.3.1.1.

Don't know when the mail stopped working, might have happened when edited the templates with Dreamweaver. There is nothing wrong with the code, its validating against WC3 and Dreamweaver's built in validation. Can there be a problem with line break and or carriage return?


The status right now, is the following:

Store with 1.2.4.0
1. Can't use the Swedish letters å, ä and ö in /mails/sv/lang.php
2. Can't use status names with å, ä or ö in back office -> orders -> statuses
If I use them, no mail is sent out

Store with 1.3.1.1
Payment -> Bankwire is not sending out any mails, invoice is working as expected.


Really need some help on this, a pointer to start looking would also be much appreciated.
